New career development platform to address ICM manpower shortage in Singapore

SiTF, together with the support of SPRING Singapore, Infocomm Media Development Authority (IMDA) and the e2i (Employment and Employability Institute), has launched talentguru, a skills-focused career development platform, powered by analytics to help address the skills gap and manpower shortage challenges in Singapore’s infocomm media (ICM) industry.

“Infocomm media is one of the fastest growing industries and an important enabler in Singapore’s ambitions to be a leading Digital Economy and Smart Nation. There are many exciting job opportunities in this sector, ranging from deep technical roles such as Data Scientists and Cybersecurity Forensic Analysts, to business-strategy roles such as Chief Digital Officers and Enterprise Architects, and more. Recognising that people are at the heart of our digital transformation efforts, we are pleased to support the talentguru portal and its efforts to bridge the skills and jobs gap, so as to build up a more vibrant ICM ecosystem,” said Tan Kiat How, Chief Executive, IMDA at the launch last month.

Talentguru is focused on building capacity in the industry by enhancing the pipeline of ICM talent and deepening the pool of local skills. This initiative is backed by a suite of programmes and a strong community of support from the industry as well as SiTF’s network of partners including government agencies, institutes of higher learning (IHLs), trade associations and training providers.

Talentguru intends to grow the local pool of ICM skills and talent, by helping four groups of people:

· Students – prepares them to launch their careers with confidence by using insights from data to understand skills requirements for jobs and their desired careers pathways;

· Career switchers – empowers and motivates them to re-skill and reach new career peaks in the ICM industry;

· ICM professionals – enables them to stay competitive and relevant by acquiring new skills, widening professional networks and keeping up to date with industry trends;

· Employers – facilitates more effective hiring processes with a focus on objective assessments based primarily on skills.

“Small and medium sized enterprises (SMEs) and startups will now have a dedicated platform that links employers with fresh graduates and job seekers – a resource that many did not have in the past. Talentguru will also drive industry-wide cooperation by bridging technologists, entrepreneurs, multinationals and Singapore companies with IHLs and government agencies to uncover new science, business and technology talents,” said Benjamin Mah, Co-Chairman SiTF Talent & Capabilities Committee.

Powered by JobKred’s proprietary data analytics technology, talentguru allows users to create their own profile of skills and compare themselves against what the industry needs at any given point in time. This allows users to glean useful insights on skills requirements and explore possible career pathways, which is particularly useful for anyone interested in entering the ICM industry for the first time, such as students and career switchers.

Lim Kang Song, Co-Chairman SiTF Talent & Capabilities Committee, said that the rapid pace of change in the ICM industry can result in job seekers feeling lost and insecure. "Many ICM students also choose not to pursue a career in the industry after graduation because they feel unprepared," he said. "Through some early testing with IHLs, students said that talentguru helped to alleviate some of these concerns by providing a clear picture of the skills they needed to get the jobs they wanted. This is an outcome we hope to replicate with career switchers as well.”

As part of the ecosystem of initiatives supporting the talentguru platform, SiTF is making extra effort to help SMEs and startups attract and retain talent. SiTF is working with SPRING to run a structured internship programme to train internship mentors and facilitate the matching of ICM students with quality internships. In recognition of its efforts, SPRING has appointed SiTF as a Partner for SME Talent Programme (STP), to help strengthen the ICM talent pipeline for SMEs and provide meaningful internship opportunities for local students.

With support from SPRING’s Local Enterprise and Association Development (LEAD) programme, SiTF aims to improve the way job and skills matching is done for the ICT sector, benefitting both job seekers and employers. SiTF is also working on other industry projects such as technology adoption and building up their research capabilities in ICT to strengthen their competency,” said Chew Mok Lee, Assistant Chief Executive, Capabilities & Partnership, SPRING Singapore.

SiTF is also partnering Proxor, a Carnegie Mellon University spinoff, to administer a rigorous and certifiable skills assessment for Java programming. Proxor’s solution will help test a candidate’s ability to solve real world problems and provide an assessment benchmarked against a global cohort. SiTF hopes that such assessments would gain more industry recognition and help ease the transition for career switchers who have re-skilled to join the ICM industry.

Finally, talentguru will be complemented by a suite of offline events to help build a vibrant and mutually supportive community. Apart from networking sessions, industry talks, and outreach to schools, SiTF and e2i have signed a memorandum of understanding (MoU) to mark a shared commitment to empower local career switchers and displaced professionals, managers and executives (PMEs) transition smoothly into the ICM industry by collaborating on a series of career fairs and seminars over the next two years.

“The ICT sector offers many opportunities and growth potential, and faces a rising demand for tech professionals. To support the demand to attract and groom Singaporeans in this sector, e2i has collaborated with industry partners to recruit manpower through career fairs and professional conversion programmes, as well as bridge skill gap through masterclasses. Talentguru is a platform where Singaporeans interested in joining the sector can identify their training needs, get matched to a suitable job and be part of a vibrant ICT ecosystem,” said Gilbert Tan, CEO, e2i.

Over the next three years, talentguru seeks to engage 500 companies and 10,000 users, facilitating the placement of 3,000 ICM professionals and 1,000 students. It also hopes to train 300 internship mentors in SMEs.

Singapore firms mulling hires of senior tech PMETs to address talent crunch

Although there is growth in the job market, the Singapore infocomm Technology Federation’s (SiTF) latest 2017 business outlook survey* shows that the infocommunications (ICM) industry continues to be hampered by difficulties in hiring talent with the right IT and business technical skills.

In a poll with 181 companies, 75% of respondents ranked their top concern as being unable to recruit the right talent. Startups faced the most pressure in this area, with 91% listing recruiting the right talent as their gravest concern, followed by small and medium sized enterprises (SMEs) at 76% and multinational corporations (MNCs) at 75%.

Companies of all sizes said they are particularly challenged in getting qualified local candidates, especially for:

· Programmers (52%)

· Business development (50%)

· Cyber security specialists (40%)

· System architects (38%)

· Engineers (36%)

The next two concerns after shortage of talent are the economic slowdown (70%) and increasing manpower costs (57%).

To cope with the shortfall, 61% respondents said they are employing more contractors, part-timers or freelancers. More than half of the companies polled, or 56%, will upgrade their existing workforce so that they can handle more work and 49% plan to deploy technology to reduce their manpower needs. Other measures include reviewing work processes to reduce work, employing foreigners and moving more work offshore.

Another option is to tap the pool of senior professionals, managers, executives and technicians (PMETs), defined as those who are over 45 years old. Three quarters or 75% of companies surveyed said they do not have concerns hiring senior PMETs. Of the remaining 25% that expressed some concerns, the fears were that senior PMETs might not be equipped with the right knowledge and capabilities; remuneration packages which might be too high, and that they may not be able to cope with the pace and workload of existing jobs.

To raise the employability of PMETs, two-thirds or 65% of respondents believe that more can be done to help older PMETs find jobs. Among some of the suggestions include providing grants to make them easier to hire, funding their reskilling so they can become more efficient and productive, and developing a freelance or part-time talent pool that the industry can rely on whenever required. Other ideas include creating paid internships or training courses for senior PMETs, and making the rules of hiring them more flexible (such as relaxing some MOM laws and reducing the need for long-term commitments).

Saw Ken Wye, Chairman of SiTF said, “The talent crunch is not just a concern in Singapore, but a global problem which can hamper our ability to grow and affects Singapore’s drive towards a smart nation. This shortage could become more acute as companies go digital.

“The SkillsFuture initiative and recommendations by the Committee on The Future Economy to ‘deepen’ our skillsets are positive steps taken by the government. At the same time, the ICM industry must continue to be proactive and aware as to how we can enlarge the talent pool and alleviate the shortage. Job seekers must play their part by learning new skills and upgrading themselves.”

On the technology front, the five hottest trends identified by respondents are:

· Big data and data analytics

· Cyber security

· Artificial intelligence (AI)

· Nano sensors and the Internet of Things (IoT)

· Cloud/client computing

The top three business opportunities this year were ASEAN, investment by Singapore-based companies in technologies as well as government procurement.

*The annual business outlook survey allows SiTF to get a sense of the market and a perspective of the issues impacting the industry, so that SiTF can represent members' concerns accurately. A total 181 companies comprising MNCs, SMEs and startups took part in the survey, which was held in December 2016.

SITEX 2016 promises to be immersive, educational

SITEX, Singapore's annual lifestyle IT show that connects people to technology, will be moving up a notch this year with new experiential activities - a dance competition incorporating technology, IMDA's children's technology space (IMDA Pixel Labs), NTU intelligent systems, and SITEX Innovation Alley presented by the Singapore Infocomm Technology Federation (SITF) - all designed to be educational, entertaining and engaging for visitors.

Organised by SITF and managed by SingEx Exhibitions, SITEX will also deliver a more immersive experience at four zones - Adventure IT, Gaming Arena and Smart Home and Appliances, which were launched in 2015 and a new technology zone that allows visitors to try out the latest innovations and gadgets.

We have listened to the pulse of the market and the voices of our visitors, and we intend to heighten the visitors' experiences by providing them the firsthand experience on pioneering products and solutions which can enhance home living and family entertainment, improve fitness (with) dance workouts and others." said Adrian Sng, GM of SingEx Exhibitions. "SITEX remains the only consumer technology expo in Singapore where visitors can personally unlock the benefits of technology in real-world scenarios."

SITF, in collaboration with SITEX, created SITEX Innovation Alley 2016 for the second year running to enable selected innovative startups to showcase their products and ideas to the public at SITEX 2016. Featuring new startups offering innovations ranging from augmented reality and e-commerce to educational technology, SITF provides the opportunity for the young startups to build brand exposure, better their innovations through consumer feedback and participate in the technology revolution.

Four thematic zones

SITEX will present the latest technologies in a home environment (Smart Home and Appliances), an outdoor and indoor sports environment (Adventure IT Zone) and a gaming environment (Gaming Arena).

In the smart home zone, visitors will experience innovative technologies presented by Homeation, powered by Fibaro, a smart home company that specialises in connecting hardware appliances that can integrate seamlessly from a single source to assist with daily chores, reduce safety concerns for the young and the elderly, keep track of our health, and improve home security. Visitors can experience future-ready technology demonstrations in a mock-up apartment, such as motion sensing technology in home appliances like air-conditioning, lighting and security cameras and auto settings for kitchen appliances.

In addition, visitors can take part in one of the five scheduled group tours to understand how their house can be transformed into an intelligent living space. Registration and availability of time slots will be online on the SITEX website, and participants will stand a chance to walk away with a Fibaro starter kit worth S$799 via the Trivia and Win contest. The giveaway will happen daily for four winners in total.

The Adventure IT zone is a high-energy sports area, created in collaboration with MegaZip and GoPro where personal technology devices that inject fun and elevate fitness take centrestage. Featuring two trampoline setups, visitors can participate in the free play trampoline bounce on Mega Air, or form teams to have a go at CrazyBounce, a slam dunk arena on trampoline while interacting with GoPro action cameras and other wearable technologies.

There will be an Adventure IT Showdown, a contest in which participants can submit their best captured slam dunk moments and stand to win attractive prizes. Adventure IT Showdown is happening daily from 6pm to 7pm at the CrazyBounce Arena. The interactive sports and entertainment activities are open to all.

Gaming is no longer restricted to the domain of first-person shooter games, but is much more inclusive with the advent of gamification. Games are now used for entertainment, as well as for learning and simulation. SITEX, in collaboration with GamePro Singapore will showcase virtual reality (VR) gaming with an experiential zone. GameAsia will also be present at the SITEX Gaming zone during the exhibition period.

The new Tech Zone is segmented into three areas. The first section features IMDA Pixel Labs, an educational tech area where children from five to 16 years old can try their hands on the latest technology applications like 3D printing and programmable toys. The second section features SITEX Innovation Alley by SiTF. The last segment is a NTU Intelligent Systems showcase by NTU student teams, where they will display and demonstrate their latest and most accomplished work.

To foster community engagement, SITEX will also feature its own-curated Spotify playlist on the showfloor.
